Global Public Policy or Computer Confluence

Global Public Policy: Governing without Government?

Author: Wolfgang H H Reinick

In this book, Wolfgang Reinicke provides an in-depth analysis of economic globalization and examines its implications for public policy. Using three studies - the need for global supervision of banking and finance; efforts to control money laundering, the engine of global criminal networks; and the management of dual-use technology transfer after the cold war - the book shows how the principles of global public policy have the potential to improve the capacities of governments and international organizations to deal with the challenges of the 21st century, without having to resort to territorial answers.

Booknews

The failure to institute structures of public policy that can serve the public interest, the author contends, is feeding a backlash against globalization which will lead governments to fall back on national solutions for providing public goods, eventually leading to greater interstate conflict. He argues for the cooperation of governments, corporations, and civil society in formulating and implementing a global public policy. He bases his argument on the current situations in the areas of: regulation of global financial markets, transnational criminal networks and money laundering, and trade in dual- goods and technologies. Appalachia in an International Context: Cross-National Comparisons of Developing Regions

Author: Phillip J Obermiller

The study of diverse yet comparable regions uncovers structural similarities that override the "defective culture" theory of developing regions as well as the belief that they are unique ecological phenomena. This collected work establishes Appalachia as a case study for a coherent cross-national perspective. Written by authorities on the social and economic problems of these regions, this work should assist in alleviating some of the most striking misconceptions about regional development.

Globalization or Communications Policy and the Public Interest

Globalization: Debunking the Myths

Author: Lui F Hebron

Globalization: Debunking the Myths demystifies the rhetoric surrounding one of the most hotly debated topics among scholars, commentators, and policymakers. Presenting arguments for and against globalization, this text examines a wide range of views on the economic, political, cultural, and environmental dimensions of globalization and exposes their underlying frameworks, methodologies, and expectations. Throughout, Globalization compares rhetoric and reality and argues that there is no one way to understand this complex phenomenon.

Communications Policy and the Public Interest: The Telecommunications Act of 1996, Vol. 1

Author: Patricia A Aufderheid

The passage of the Telecommunications Act of 1996 inaugurated a new and highly volatile era in telecommunications. The first major overhaul of U.S. communications law since 1934--when no one had a television set, a cordless phone, or a computer--the Act was spurred into being by broad shifts in technology use. Equally important, this book shows, the new law reflects important changes in our notions of the purpose of communications regulation and how it should be deployed. Focusing on the evolution of the concept of the public interest, Aufderheide examines how and why the legislation was developed, provides a thematic analysis of the Act itself, and charts its intended and unintended effects in business and policy. An abridged version of the Act is included, as are the Supreme Court decision that struck down one of its clauses, the Communications Decency Act, and a variety of pertinent speeches and policy arguments. Readers are also guided to a range of organizations and websites that offer legal updates and policy information.

Choice - B. P. Keating

Aufderheide details the history of communication (and telecommunications) regulation up to the 1996 Act as a prelude for analyzing the 1996 Act. Little can be said about the 1996 Act without some understanding of the beginnings of telecommunication regulation and its effects over six decades. Although the 1996 Act received publicity because of two items of dubious impact (the Communications Decency Act and the V-Chip), the detailed effects of the Act are little understood. About one-third of the book covers the history, evolution, and analysis of telecommunications regulation. Fully two-thirds consists of appendixes, which include the complete text of the Act and government documents and "position papers" related to the Act. Generous footnotes include references to primary research documents. Recommended for research and professional collections.

Strategic Issues Management or Andes in Focus

Strategic Issues Management: Organizations and Public Policy Challenges, Vol. 1

Author: Robert Lawrence Heath

Strategic Issues Management is designed to position issues management in the strategic planning and management efforts by staff and executives. This book argues that issues management is not one of the many communication functions, but a management function that can entail use of public policy resources to achieve harmony with key publics. Issues management is vital to organizations' strategic management. It entails understanding and achieving high standards of corporate responsibility by listening to and acknowledging the soundness of key publics' opinions. The book explores the communication options that organizations can employ in their stewardship to address crucial public policy options and engage in collaborative decision making. Thus, issues management is featured as supporting strategic management, getting the organizations "house" in order, engaging in tough defense and smart offense, and monitoring opinion changes that affect public policy. In addition to these crucial topics, the book examines crisis response to advise managers on ways to lessen the chance that a crisis will become an issue. A chapter on risk communication challenges managers to engage in collaborative decision making with community leaders to reduce the chance that undue fear will translate into unnecessary regulation or legislation. Filling a void in the literature, Strategic Issues Management is a long awaited text that will be of invaluable to students and professionals in mass communication, journalism, management, and media studies.

Foreign Ownership and the Consequences of Direct Investment in the United States or Financial Accounting

Foreign Ownership and the Consequences of Direct Investment in the United States: Beyond Us and Them

Author: Douglas Woodward

Woodward, Nigh, and their colleagues provide a comprehensive investigation of foreign ownership in the United States. Based on the latest, most reliable data and comprising the viewpoints of leading authorities on foreign direct investment, the book offers detailed, previously unpublished information on the effects of foreign direct investment in the United States. The authors find that foreign-owned and domestic corporations are similar in many aspects of their behavior and its effects on the U.S. economy and society, but there are important differences too. By showing exactly where these similarities and differences lie, and using evidence that goes beyond anecdotes, the book makes a significant contribution to the improvement of public policy in the FDI arena. Its primary finding: globalization reduced foreigness. This is an important resource for professionals and academics alike, and for students of international business and economics on the graduate level.

Schools for Sale or Practical Readings in Financial Derivatives

Schools for Sale: Why Free Market Policies Won't Improve America's Schools, and What Will

Author: Ernest R Hous

In Schools for Sale, author Ernest House debunks the myth that economic productivity should shape educational policy and practice. House conclusively illustrates that the attempts by the Reagan, Bush, and Clinton administrations to reshape the school to make "productive workers" ignore how schools work and how students learn, and in the end are doomed to failure. Politically driven proposals for vouchers and privatization and increased calls for accountability and standards gain headlines and capture the attention of the public, but they routinely ignore the need to involve teachers and schools in the debate over the future of our schools. Based on his years of work as a professor of educational policy analysis, House develops an appraisal framework that evaluates reforms and enables readers to test the relative merits and viability of popular reform ideas. This book provides a signal service to politicians, policy makers, and the general public interested in creating a sustainable future for our nation's students and schools.

The Differentiated Network Organizing Multinational Corporations for Value Creation or Financial Management

The Differentiated Network: Organizing Multinational Corporations for Value Creation

Author: Nitin Nohria

Discover a Breakthrough Model for MNCs

In a dynamic global economy, multinational corporations (MNCs) face certain competitive challenges that traditional, hierarchical hub and spoke organizations simply aren't geared to meet. But in this landmark work, Harvard Business School professor Nitin Nohria and London Business School Professor Sumantra Ghoshal present a viable alternative -- the differentiated network. Writing for managers seeking changes in their administrative systems that boost firm performance, and for academics engaged in research organization design, the authors detail how the competitive MNC can fully tap the value creation potential of its globally distributed capabilities.

Booknews

Based upon their case studies of nine multinational corporations (MNCs) and surveys of the CEOs of 63 North American and European MNCs, Nohria (Harvard Business School) and Ghoshal (London Business School) provide empirically-grounded organizational theory for how such corporations can flourish in the global economy. Building upon the product cycle theory of Vernon (1966), which proposes that the ability to innovate is the "raison d'etre" of MNCs, the authors contend that successful MNCs require intra- and inter-subsidiary differentiation and integration of values and functioning to optimize use of resources, foster knowledge exchange, and innovation<-->counter to traditional hierarchical organizations. Globalization and Labour or The European Union

Globalization and Labour: The New "Great Transformation"

Author: Ronaldo Munck

This is the first book to offer a comprehensive analysis of labor's worldwide response to globalization. Ronaldo Munck argues that the national period in labor history is decisively over. Now the labor movement is itself acting in a more transnational manner, with workers developing common interests and ways of organizing that transcend national boundaries. Indeed, the trade union movement could play a major role in the regulation of a global economic system now largely out of control.

The European Union: Economy, Society, and Polity

Author: S Rodroguez Pos

At the beginning of the 21st century the European Union faces twin challenges: the institutional challenge, linked to the processes of greater integration and expansion, and the structural challenge, which will in the medium-run determine the place of the EU in the world. This book deals with this latter set of challenges, focusing on economic aspects, such as competitiveness and cohesion, as well as on other important issues such as ageing, migration, social polarization, and the emergence of regionalism and nationalism.

On the Rim of Mexico or Techniques for Business Process Redesign

On the Rim of Mexico: Encounters of the Rich and Poor

Author: Ramon Eduardo Ruiz

On the Rim of Mexico addresses the ties and asymmetries across the U.S.-Mexico border, from Tijuana/San Diego to Matamoros/Brownsville. Based on author Ramon Eduardo Ruiz's extensive research, travels, remembrances, and first-hand interviews with the people on the Mexican side, the book probes the history, economics, and customs that have shaped this region today. While the author considers many timely issues (the impact of drug trafficking, legal and illegal immigration, assembly plants and the global economy, and the ecological disaster in the making), the book is also an examination of the borderlands themselves: what they are, how they came to be, and salient aspects of life in this region of the world.

Library Journal

Most border studies deal primarily with current economic and political issues. Ruiz, a respected historian of Mexican history and professor emeritus of Latin American history at the University of California at San Diego, instead brings the current political and economic situation into historical perspective while focusing on the Mexican side of the border. Combining history and current events, the author provides an understanding and approach to the borderlands region not found in other volumes. Issues of current interest are examined, such as immigration, the economy (e.g., the effects of the recent NAFTA agreement), and ecology, among others. The book is academic but has a warmth and character resulting from the author's years of experience living in and studying the dual worlds along the border. Of value to academic libraries and public libraries in the Southwest.--Mark L. Grover, Brigham Young Univ., Provo, UT

Booknews

Ruiz (Latin American history, U. of California-San Diego) explores ties and symmetries along the thousand-mile border between Mexico and the US from Tijuana and San Diego on the Pacific coast to Matamoros and Brownsville on the Caribbean. He looks at the history, economics, and customs that have shaped the region and grapples with such issues as drug trafficking, legal and illegal immigration, assembly plants, and the global economy. The Managed Health Care Dictionary or War and the Media

The Managed Health Care Dictionary

Author: Richard Rognehaugh

The Managed Health Care Dictionary, Second Edition is an essential resource for both professionals and students. With more than 1,000 terms, this dictionary covers the language of every industry sector——purchaser, provider, and payer. The new edition highlights new terminology, current definitions, and an expanded listing of acronyms and abbreviations.

Francine Sparby

This is an extensive and comprehensive managed care dictionary that is truly a single resource for a very diverse audience. Most terms used in the managed care arena of healthcare are included. The purpose is to provide a complete resource and gold standard of all managed healthcare terms updated in today's evolving industry. The managed care language that has evolved and exploded over time due to complex and changing managed care contracts appears to have no boundaries. The author accomplishes his objective of providing a complete and friendly set of definitions is in this extensive reference. According to the author, this is a single resource for a variety of audiences from non-healthcare professionals and patients to the most advanced healthcare professionals including students. I believe he writes for all of the intended audiences as defined. He writes for patients, physicians, hospital staff, integrated health system employees, trade associations, HCFA and other federal sector agencies, group practices, insurance industry officials, attorneys, the Department of Defense, corporate employers and purchasers of health care coverage, and consultants -- all of whom have not had a comprehensive collection of terms outside their arena. This dictionary offers the expanded presentation of terms and definitions from multiple perspectives of the early managed care markets to the most mature markets. What is most helpful is the referencing of the acronyms, words, and definitions in the case of multiple variations. The author also suggests seeing another term that may help readers have a better understanding of the original term but not intended to have the same meaning. This may have, inmany cases, a direct comparison within the definition to contrast one term from another. I believe, as Kongstvedt states in his recommendation, that" this book is a powerful yet affordable addition to any personal or organizational managed care library." The author's objective to provide a very extensive and complete premium "gold" reference has been met. Still, he realizes that the market is changing all the time and so encourages readers to e-mail him about their views if they are different or his are incomplete.

War and the Media: Reporting Conflict 24/7

Author: Daya Thussu

'No book is more timely than this collection, which analyses brilliantly the Western media's relentless absorption into the designs of dominant, rapacious power' - John Pilger

'A most timely book, with many valuable insights' - Martin Bell O.B.E

'It has long been known that the outcome of war is deeply influenced by the battle to win 'hearts and minds'. This book provides a stimulating set of perspectives which combine the analyses of prominent academics with the experiences of leading journalists' -

Professor Tom Woodhouse, University of Bradford

'This volume represents an all-star cast of authors who have a tremendous amount of knowledge about media and world conflict. One of its strengths is that it doesn't focus entirely narrowly on media, but puts the discussion of media issues in the context of changes in the world order in military doctrine' -

Professor Daniel C. Hallin, University of California

'This book comes just in time. A coherent and wide-ranging collection of data, analyses and insights that help our understanding of the complex interaction between communication and conflict. A major intellectual contribution to critical thinking about the early 21st century' - Cees J Hamelink, Professor International Communication, University of Amsterdam

With what new tools do governments manage the news in order to prepare us for conflict?

Are the media responsible for turning conflict into infotainment?

Is reporting gender specific?

How do journalists view their role in covering distant wars?

This book critically examines the changingcontours of media coverage of war and considers the complexity of the relationship between mass media and governments in wartime.

Assessing how far the political, cultural and professional contexts of media coverage have been affected by 9/11 and its aftermath, the volume also explores media representations of the 'War on Terrorism' from regional and international perspectives, including new actors such as the Qatar-based Al-Jazeera - the pan-Arabic television network.

One key theme of the book is how new information and communication technologies are influencing the production, distribution and reception of media messages. In an age of instant global communication and round-the-clock news, powerful governments have refined their public relations machinery, particularly in the way warfare is covered on television, to market their version of events effectively to their domestic as well as international viewing public.

Transnational in its intellectual scope and in perspectives, War and the Media includes essays from internationally known academics along with contributions from media professionals working for leading broadcasters such as BBC World and CNN.

The IT Consultant or The Great Population Spike and after Reflections on the 21st Century

The IT Consultant: A Commonsense Framework for Managing the Client Relationship with CD-ROM

Author: Rick Freedman

The IT Consultant presents a clear, organized, and common sense approach to the IT consulting process. Unique among books on the consulting business, The IT Consultant presents both the 'soft skills' of communication, facilitation, and presentation, plus a methodology for applying IT analysis skills to a client's business needs. By using comparisons with the services of familiar advice-givers such as doctors, lawyers, and architects, this book takes the mystery out of the consulting process and shows the prospective consultant that there is a defined methodology for providing advisory services. The enclosed CD-ROM enables readers to customize job aids for their own use.

Elaine Biech

Freedman shares his trade secrets to achieving a successful IT consulting career based on his vast personal experience. The IT Consultant offers a refreshing approach to the advisory relationship: understand your clients' business goals and develop a collaborative solution. A surefire strategy for success!

Computer Bulletin

The book is good value for money and easy to read. I would recommend it to anyone who is an IT consultant, or who is interested in this field.

Peter N. Van Zant

A must-read' for any IT professional services manager attempting to upgrade the consultive skill set of their organization. The lessons learned here have a direct, linear relationship to the growth potential of you consulting practice or professional services organization.

Peter C. Patton

Few consultants fail for lack of technical expertise, many fail for lack of relationship skills. This unique book is the cure for that problem.

Peter N. Van Zant

A 'must-read' for any IT professional services manager attempting to upgrade the consultative skill set of their organization. Rick has done an exceptional job of articulating transformation areas and has provided real world examples that your staff can apply in the marketplace. The lessons learned here have a direct, linear relationship to the growth potential of your consulting practice or professional services organization.

Mark Zemelman

The IT Consultant is not only an excellent guide for individuals wishing to grow from skilled technicians to consultants, but it reminds today's practitioners that consultants are trusted business advisors to their clients. Rick Freedman has produced a well-flowing read that talks about required skills and considerations for consulting, gives "how-to" examples, and leads the readers through his suggested approaches.

Jay A. Elder

The IT Consultant defines the skills necessary for IT consultants who want to launch their careers, while suggesting a framework for the IT consulting firm to adopt, evangelize, and practice for success. Rick recommends techniques and disciplines that I use to mentor and encourage my IT consulting team-disciplines that have helped make my career successful.

Howard Wilkens

The IT Consultant is a complete playbook for any consultant interested in improving their game. It demonstrates how a consultant can become recognized for delivering what the client really needs - answers to business problems. The processes presented here build on each other to guide the consultant through to a successful engagement. As I begin to plan for my next consulting engagement I will definitely have a copy of The IT Consultant on my desk to use as a blueprint.

Linda NeCastro-Pastel

Traditionally, those in the IT field have emphasized technical knowledge first and tend to reward these skills over the important communications that are really necessary. This is a refreshing and useful approach: business knowledge before technology. The IT Consultant provides valuable advice not only for those considering practicing IT consulting, but also for the IT industry as a whole.

The Great Population Spike and after: Reflections on the 21st Century

Author: Walt W Rostow

Midway through the eighteenth century, the rate of growth for the world's population was roughly at zero. Immediately after World War II, it was just above 2 percent. Ever since, it has fallen steadily. This new book, the latest offering from a distinguished expert on international economics, tells readers what this stagnation or fall in population will mean - economically, politically, and historically - for the nations of the world. This study asserts that the United States is not the "last remaining superpower" but the "critical margin" without whose support no constructive action on the world scene can succeed. Rostow takes the view that world peace will depend on our government's ability to assume responsibly this "critical margin" role.

Library Journal

Rostow (emeritus, Univ. of Texas at Austin), former consultant to the Eisenhower, Kennedy, and Johnson administrations, discusses the stagnant world population growth since the end of World War II and the impact of this phenomenon on worldwide economics, politics, and international peace. As Rostow sees it, the decline in population growth in the industrialized world below "replacement levels" will fall to a zero level circa 2100, with the exception of southern Africa, and will have a major impact on employment, social services for a decelerating population, diminished work forces, and other population-related investments. His projections present significant challenges for developing countries, as well as those entering what he terms the fourth industrial age, and his argument that the United States should fulfill the role of "critical margin" to address these concerns will raise eyebrows among the powers inside the loop. This is a critical, thought-provoking work dealing with highly technical, macroanalysis of international demographics and economics and is recommended for major academic libraries supporting graduate curricula in these areas.Dale F. Farris, Groves, TX

What People Are Saying

Frank D. Bean
"Walt Rostow is always brilliant in discerning the 'big picture.' [Tis book] is no exception....An impressive tour de force in the scope and reach of its policy-relevant analyses, this book makes it clear that the United States abandons a world leadership role at its own peril." -- University of Texas at Austin

The Autobiography of Andrew Carnegie or Contemporary Strategic Marketing

The Autobiography of Andrew Carnegie

Author: Andrew Carnegi

The losses men encounter during a business life which seriously embarrass them are rarely in their own business, but in enterprises of which the investor is not the master.-from Chapter XI Much more than a book of sage business advice-though it is that, too-this extraordinary autobiography of one of the greatest American success stories is the tale of the nation's entrepreneurial spirit itself. The man who made a fortune in steel relates, in a lively and at times even poetic voice, the story of his life, from the vital lessons he learned from his "poor but honest" family about the value of hard work and a generous, liberal philosophy and his early work in telegraph and railroad offices to his investments in oil and steel and the great pleasure he took in his philanthropic causes, including setting up pensions for his steelworkers. Published in 1920, just after his death, and written as if to family and friends, this is an important reminder that there was a time in American business when a multimillion-dollar deal could be conducted on a handshake and greed wasn't good. Entrepreneur and philanthropist ANDREW CARNEGIE (1835-1919) was born in Scotland and emigrated to America as a teenager. His Carnegie Steel Company launched the steel industry in Pittsburgh, and after its sale to J.P. Morgan, he devoted his life to philanthropic causes. His charitable organizations built more than 2,500 public libraries around the world, and gave away more than $350 million during his lifetime.

What People Are Saying

John C. Van Dyke
Nothing stranger ever came out of The Arabian Nights than the story of poor Scotch boy who came to America and step by step, through many trials and triumphs, became the great steel master, built a colossal industry, amassed an enormous fortune, and then deliberately and systematically gave away the whole of it for the enlightenment and betterment of mankind.

To keep government operating smoothly, changes in public management policy and strategy usually follow the old rule of change--that it must evolve in a systematic and incremental fashion. But in today's unpredictable world of shrinking budgets, demands for better service, and greater accountability, playing by the old rules just doesn't make sense.

In this book, L. Douglas Kiel presents a framework that addresses the new chaotic reality of public management and the need for responsive change and innovation. By acknowledging the potential for positive change and renewal that can arise from uncertainty and instability, Kiel offers managers a paradigm for transforming government performance.

In easy to understand terms, the author offers an overview of the concepts of chaos theory and the science of complexity and he demonstrates how public administrators can apply these concepts to create a new vision of organizational change. The book presents a range of both traditional and innovative management techniquesshaping organizational cultures, flattening hierarchies, and re-engineering work--and evaluates their capacity to allow organizational systems to respond to change.

Written for public administrators and the faculty and students of public management, this book describes the importance of disorder, instability, and change and examines how new chaos theories are applied to public management. Drawing on data from the author's case studies, the book is filled with charts, graphs, and practical computer spreadsheet exercises designed to give public managers and students of public management hands-on experience to meet the challenges of organizational change.
