The Economics of the European Union and the Economies of Europe

The Economics of the European Union and the Economies of Europe integrates economic analysis, political logic, and historical interpretation to convey an American perspective on the movement toward European integration, the external constraints integration faces, and the interplay of national concerns, both economic and political, within the vision of a united Europe. The first part of the text treats Europe as a natural economic unit (1945-1989), separated into political units that still remain distinct from one another. The authors focus on the most striking aspects of European integration such as trade, agriculture, and monetary unification. Part II shows the continuing political and economic diversity of Europe by examining the post World War II history of major states and groups of minor states. Knowing the different concerns of the constituent member states is essential for understanding the motivation of the European Union's policies, and for appreciating the extent of its accomplishments. Moreover, the economic logic of European unification is viewed quite differently by each current member state, as well as by potential members. The authors conclude with a discussion of the future of European Union in an evolving world economy. The Economics of the European Union and the Economies of Europe is an ideal text for economics and political science courses and international business courses.

The author introduces and places in context letters, diaries, government reports, laws, songs and poems, association statements, newspaper articles, posters, paintings, illustrations, and photographs of artifacts. The widely varied and fascinating black-and-white illustrations have good resolution and are an integral part of the narrative. The author emphasizes the socially complex results of the Industrial Revolution, including the great hardships the new labor force experienced. She concludes with an afterword in which she balances the negative with the positive social changes that have resulted from the new technologies that, through improved means of production, transportation, and communication, have brought about "rising living standards, and the expansion of leisure-not only for the middle class, but for workers as well-." Frader's style is clear and easily readable; however, the complexity and variety of the sources that constitute the total narrative make this a challenging though intriguing text for high school students. The time line at the end provides useful guideposts of significant events. A list of further reading arranged by topic completes the work.-Judith V. The transition from socialism to capitalism in former socialist economies is one of the main economic events of the twentieth century. Not only does it affect the lives of approximately 1.65 billion people, but it is contributing to a shift in emphasis in economics from standard price and monetary theory to contracting and its institutional environment. Economic research in transition shows not only that institutions matter but also how their evolution toward higher efficiency depends on initial conditions and on sustained political support.

Unlike early policy literature on transition economics, which focused on the so-called Washington consensus, this book provides an overview of current research, analyzing issues raised by transition for which economic theorists and policy makers had no ready answers. It shows how research on transition contributes to our understanding of capitalism as an economic system and of the dynamics of large-scale institutional change.

The book is divided into three parts. The first part looks at how large-scale reforms are decided dynamically through the political process. The second part looks at the general equilibrium and macroeconomic effects of liberalization in economies without preexisting markets. The third part looks at the economic behavior of firms in the transition from state to private ownership and compares the effects of privatization, restructuring, and financial reform. Entrepreneur and philanthropist ANDREW CARNEGIE (1835-1919) was born in Scotland and emigrated to America as a teenager. His Carnegie Steel Company launched the steel industry in Pittsburgh, and after its sale to J.P. Morgan, he devoted his life to philanthropic causes. His charitable organizations built more than 2,500 public libraries around the world, and gave away more than $350 million during his lifetime.

Since the end of World War II, the freeing of trade has been most visible in reciprocal liberalization agreements negotiated under the General Agreement on Tariffs and Trade, or GATT, and through increasing bilateral and plurilateral agreements. There has also, however, been a significant, if less visible, unilateral freeing of trade by several nations.

This book, based on a research project directed by Jagdish Bhagwati, examines the experiences with such unilateral trade liberalization. Part 1 considers historical experiences, following Britain’s unilateral embrace of free trade. Part 2 discusses recent examples, and Part 3 discusses unilateral liberalization in specific sectors. The substantive introduction provides a synthesis of the findings as well as theoretical support. It argues that although unilateral freeing of trade is generally less beneficial than reciprocity, it can trigger "sequential" reciprocity through example or by encouraging lobbies abroad to favor trade expansion.

Why Firms Succeed

Now John Kay has produced an American edition of this landmark book. In this freshly revised volume, Kay applies his groundbreaking theories to the U.S. experience, illustrating them with examples of success and failure in the American market. For too long, he writes, managers have chased after the latest fad in business planning and strategy, beguiled by military analogies and the demand for overarching vision. Success, he believes, should not be measured by organizational size or market share, but by the added value--the amount that output exceeds the input of raw materials, payroll, and capital. Corporate strategy should be aimed at this basic goal, beginning with the question, "How can we be different?" Kay identifies four key ingredients: innovation, reputation (especially in the form of brands), strategic assets (government mandated monopolies or other measures which restrict market access by competitors), and architecture (the relationships between a company and its employees, suppliers, and customers). Success comes not when managers drive through a towering vision of the company's destiny, but when they act on their organization's specific capabilities and advantages--especially in the key area ofarchitecture. Honda, he notes, captured a third of the American motorcycle market within five years. No vision was required for this success, he writes: Honda simply did what it did best (making a simple, inexpensive product), followed by careful attention to the architecture of its business ties to distributors, customers, etc. He ranges through industries from airlines to retail clothing, pointing out the reasons for successes and failures. Kay also draws on game theory to underscore the importance of stable, long-term relationships.
Other writers have hit upon some of these points, the Financial Times noted: "But none has explored them as thoroughly as Kay, who succeeds in marrying an authoritative grasp of economic, legal, and sociological theory with an impressively detailed knowledge of contemporary business practice." This volume transforms Kay's theoretical and practical knowledge into a powerful tool for today's American business manager.

Kay is a professor of economics at the London Business School. In 1993 he wrote "Foundations of Corporate Success", in which he argued that success could be measured as added value or as the difference between the value of a firm's output and the cost of its input. He also identified four areas of potential strength that lead to success: reputation, ability to innovate, market position or strategic assets, and relational contracts or "architecture." His book was the subject of spirited debate in the British business press, with Robert Heller noting in "Management Today" that several of Kay's "successful" examples had recently faltered, and with the "Economist" faulting Kay for suggesting that the study of management could be "scientific." Many other reviews, however, were quite favorable. He now offers this slightly revised, shortened, and "Americanized" version of his earlier book. Such American businesses as WalMart, Caterpillar, and the Boston Celtic (!) have been added as examples, and a consideration of the way business is transacted internationally is included.

Environmental Impacts of Globalization and Trade: A Systems Study

The relationship between trade and the environment has become an increasingly contentious issue between economists and environmentalists. Economists maintain that trade helps the natural environment because rich countries can better afford to protect their unspoiled areas. Environmentalists counter that the pursuit of national wealth drives global environmental degradation and that free trade accelerates the process.

Instead of arguing one side or the other, this book uses new analytic methods, including a systems dynamics model, to seek an answer to the impasse. Using lateral pressure theory to account for politics within and among nations, it extends the theory's initial application (which was to explain the onset of war) to the environment by specifying additional connections between the natural and social spheres. In making explicit the complex causal connections between world trade and environmental degradation, the book finds that GNP increases in the rich, developed countries are linked to deforestation in the poorer, developing countries. It also uses insights derived from this finding to critique current trade policy prescriptions.

Americans have long appealed to images of free competition in calling for free enterprise, freedom of contract, free labor, free trade, and free speech. This imagery has retained its appeal in myriad aspects of public policy--for example, Senator Sherman's Anti-Trust Act of 1890, Justice Holmes's metaphorical marketplace of ideas, and President Reagan's rhetoric of deregulation.

In Competition Policy in America, 1888-1992, Rudolph Peritz explores the durability of free competition imagery by tracing its influences on public policy. Looking at congressional debates and hearings, administrative agency activities, court opinions, arguments of counsel, and economic, legal, and political scholarship, he finds that free competition has actually evoked two different visions--freedom not only from oppressive government, but also from private economic power. He shows how the discourse of free competition has mediated between commitments to individual liberty and rough equality--themselves unstable over time. This rhetorical approach allows us to understand, for example, that the Reagan and Carter programs of deregulation, both inspired by the rhetoric of free competition, were driven by fundamentally different visions of political economy.

Peritz's historical inquiry into competition policy as a series of government directives, inspired by two complex yet distinct and sometimes contradictory visions of free competition, provides an indispensable framework for understanding modern political economy-- whether political campaign finance reform, corporate takeover regulation, or current attitudes toward the New Deal Legacy.
